The man climbing up the balconies is certainly brave ...but the man on the same balcony level as the child could easily have grabbed the child and pulled him/her to safety...why didn't he?

He is an immigrant isn't he? And apparently, without a work permit before this. What he did was very brave. He deserves the recognition.

Perhaps the difference between national and immigrant is viewed by some as patriotism and humanitarianism. Who knows?
