One country doesn't work at collecting some other area's applied taxes for nothing, they certainly don't apply them to all their own imports under some daft refund idea, but in all honestly it's even a weird idea to collect another's taxes for those goods earmarked to move back out again anyway. One collects one's own taxes. If the EU wants to collect tax let them do it on the goods that merely went through non-EU countries on route as they receive them.
