um no I dont think they did (lets hear it for MI5 and if necessary the Duke of Edinburgh). They had perhaps 999 severe suspects - and winnowed it down to 250 or whatever and missed the one who scored.....
The Libyan community in Manch fully cooperated with the authorities and the family has as well

so there was no waste.
