This is just part of the civil war in the Labour Party between the Blairites and the Corbynistas. Harris is a Corbyn supporter in a place full of Blairite MPs. So the allegation is part of the mischief making being waged by both sides.

When history is written and the May Government is codemned for the mess it has made to the country, a special footnote will also be written recording how Labour were a terrible Opposition riven with infighting and divided, who constantly let the Government off the hook.

Regarding the story, I think referring to "dyke boots" is really pretty trivial. A bit crass perhaps but I've seen far worse things written on this site.
