Probably loath to give out criminal records for being utter morons. Schoolkid bulling takes place in many forms. Rarely, if ever, have I heard someone prosecuted for it.

It appears a light letting off to us but on reading the whole article, they have reached this conclusion together with all involved - let's hope it's the right path.

That brought vivid memories of me having to get off the bus home from school once as I spotted my youngest brother dangling from a street light tied up by his tie, he'd been walking home when a group from a neighbouring school pounced on him. Circa 1968.

Yes those types of pranks happened all the time, wrong school tie etc.

Even as adults we RAF chaps were set on by other services simply for wearing 'the Brylcreem Boy's uniform.

I suppose if the victim and family are ok with this then 'justice' to some degree has been achieved.

I can't do links but by googling the Bath Chronicle I found out that although the Headmaster wanted to expel those boys he was overruled by the School governers. It didn't give the boys ages .
I'd just like to add that it isn't always white boys picking on black. A thirteen years old lad at my grandson's school was set on by a group of Asian boys from the same school. Kicked down to the ground and had his head stamped on. They broke his cheekbone and damaged his eye socket , Put him in hospital for a week .They were all 12 or 13 years old.

Yes it is -hereIam. The boys being so young could only face exclusion from school. Don't know whether that did any good ,they probably clapped their hands at a few days off school.
publicly, the school will of course hotly deny they have a bullying problem. whilst privately they will be congratulating themselves on having such an effective de-facto police force.
