I think he's a bully and I assume therefore that's where she got it from. there are other quieter ways of dealing with bullying that don't involve humiliating your child. She will 100% now get bullied for this at school ( having already she said been the victim of bullying) and her father will ultimately pay the price as she grows. This isn't how to make a child a secure human being who doesn't bully people, this is guaranteed to propagate it in fact.

Of course she ought to be punished if it's transpired that she's bullied someone ( although many bully from a feeling of powerlessness and insecurity and that needs addressing before the bullying ends). What Mr Cox has succeeded in doing is isolating himself from his daughter who might be feeling overwhelmed, afraid, embarrassed and be 'getting in first', without knowing further details it's impossible to say, but in doing so he's shirked his responsibility as a father who ought to be the person a chi;ld can always turn to. He should have dealt with it quietly sensibly and so the girl can use it to learn that bullying is not the way forward. As is it he's a puffed up posturing lackwit who is a prime example of what a bully look like. I bet his family are miserable, and I bet that's why the child bullies because she's seen him do it, and here he is again proving her point. Dreadful parenting.
It's a fitting punishment assuming proven guilt. How else was she going to get to school ? Banned from the bus, one walks. All this about learning to force others is exposed as nonsense as soon as you apply similar arguments to any punishment. The whole concept is around being forced into a situation you don't like, and hopefully will learn not to get inflicted on yourself by your bad behavior in future.
