It sounds like something that was originally done as a joke, but became real when they found there were enough dimwits prepared to actually spend money for one.

I don't see this business or other similar ones as con men - it was obvious when the news came out last July that the Government were drawing up plans to stockpile processed food that someone would see an opportunity.
As the lady in the article says, she has a history of stockpiling for hard times based on her past experiences, others who have bought into this will have their own way of thinking.

I wonder what "past experiences" have caused her to stockpile? The only time I've ever felt the need to stockpile was when I found the shops to be empty of goods because idiots had stockpiled (usually when a light snowfall had occurred, with drifting up to half an inch in places).
