That poor child, but one wonders if they had been offered help as far back as 2007 why was a closer eye not kept on them.
Also I believe the judge has given out the max sentence available for neglect.

If they had been charged with 'causing or allowing a child to die' they could have been sentenced to a maximum of 14 years.
