arrest as many as possible, get there names numbers etc, freeze all there assets, find the organisers and do the same, then all moneys spent on policing will be deducted and any cleaning up, damage etc
alos deducted...perhaps it would focus there minds.

They'd need to be tried and convicted first but even then if they're treated like (assets frozen) I think THEIR legal advisers would have something to say . It's better to just consider workable solutions, fender.
