Spath, the baby isn't entitled to a title right now, so it's inaccurate to say 'he won't receive the HRH title' and 'he won't be a prince'. As soon as Prince Charles is the reigning monarch, things may change.

When Charles takes the baton, Baby Sussex will be only two generations from the throne. Currently he's three. Queen, charles, harry, baby. Without the queen, it will be Chrales, Harry, Baby. This affects the HRH status.
