Is This Right Or Wrong?

In my hospital when someone comes in for an emergency appointment they fill a triage form outwith their details, when they hand it back in we ask them two questions.
Have you been treated here before ? (it helps if they have notes)
Have you been living in the uk for the last 12 months(cif the answer is no they fill another form out and the overseas team will contact them and they may have to pay.
This isn't life saving but for emergency dental treatment.
This is exactly the same for expats who have been overseas for 12 months or more.
Contrary to popular belief the NHS in England is residency base and not contribution based.

Yes, it does some good work but for everyday problems that need the attention of just a GP or a GP and a simple referral 90% of the time it is an absolute nightmare. Its organisation and bureaucracy are the equivalent of a runaway train. Tearing along at breakneck speed with huge noise and clatter but achieving the exact opposite that the passengers aboard require.
It consumes cash at an unbelievable rate and much of it is wasted because it is appallingly managed. It needs a complete rehash.

//I'm on holiday at the moment. They treated me without asking any questions and presented us with a 600 Euro bill.
If they'd bothered to question me they'd have known I did not need to be put on a drip for low blood pressure!!//
Pardon me ummmm
Didn't you say on another thread you were in Fuenteventura and presented yourself with swollen feet at a hospital but didn't understand a word they said so took yourself to a private clinic.
Do you expect every one in Spain to have to speak your language.
Perhaps you could have paid for an interpreter to accompany you.

Over the past 6 months the company I work for have disposed of millions of pounds worth of equipment and stock, not to mention more than 60% of the staff. Feeling guilty about seeing the disposal of this amount of materials I asked one of the team of the people who are dealing with the disposals if they have ever seen this amount of waste. He said "this was small fry compared to the NHS, who are by far their biggest customer" .. he said "they often hire a fleet of removal vans on a NHS job and the vast majority of the stuff being disposed of is brand new".

I know what OHIP is. My sister and family lived in Barrie Ontario. My niece is a despatcher for OPP.
My point is if you dont pay in to OHIP you don't get treatment unless you go to a pauper's clinic.
My sister was a highly regarded teacher in high school (Huron Heights) and got OHIP included as her pay deal. The BIL was a work shy ponce and suffered COPD and emphesyma from which he died sucking an oxygen bottle paid for by my sister. He actually e-mailed me to ask if he could have some of my mother's asthma inhalers sent over to him.
Seems healthcare is good in Canada but it is not a walk in clinic as and when, especially if you don't contribute.
