The police are after a man who escaped from them and is wanted in connection for a number of offences. The police are asking for anyone with any information to contact them. And yet they have not revealed his name, the nature of the offences or even a description.

Not really. I read a couple of years ago of a police force that was after a dangerous escapee but stated that Human rights or Data Protection would not permit them to exhibit the recent 'mugshot' of the fugitive.

Possibly the Chief Constable responsible for policing Stoke on Trent has got his law knowledge mixed up with Scottish Law directives. May be a former Police Scotland officer?
