So little surprise the next step is to allow them to sue whenever they do something foolish. But as the incident where some moron walked out in front of a bike proves, getting folk in to make illogical decisions can come back and bite you.
I think you need to read the judgment - there's more to this than just cyclists "getting it wrong". seems the council (or whoever) created some rather odd intersections for cyclists to have to negotiate....

not long ago a popular café Dales came on the market and it was bought by a cycling club. whilst officially it was open to all the cyclists very much treated the café as their clubhouse and non cyclists were made to feel most unwelcome. the club were warned their business model wouldn't work; the naysayers were ignored and the café folded. hehehe.....

Have you any idea what that tram system cost? Or how long it took to install. Or how much over budget it went? Or how much longer to complete than was estimated. Eye watering story if you are interested. All driven by the green lobby and the polar bear huggers, who are now being sued en masse by the provisional wing of...…….the polar bear huggers on wobbly wheels.
It's interesting that no one accepts there may be a fault in design here, one that Cities elsewhere have acknowledged and sought ways to alleviate.

Well woo da fort, trams and cycles are not mutually conducive. Of course before the advent of the aggressive bikeist lobby, and the luvvie hand wringer chancers, everybody knew this . I knew it when I was riding my penny farthing. Has anyone told the bikeys that, under no circumstances must you ride into that little steel rut? No? Then whilst you are at it tell em that it is not a good idea to ride on the Railway lines or airport runways either. Maybe it's that after years of having no regard for the safety, or respect, for others and developing an attitude of "it's my right", that they have, as an add on, started to have no regard for their own well being. Or are they, after establishing a precedent, going to start seeking out tramways and having a "traumatic avoidable accident"? You bet they are. The bikeys should be made to have insurance just like all the other road uses. Especially personal injury insurance and given my way I would make them carry public liability insurance just like the geezer who cleans your windows. Further to that, I would ban cyclists, on pain of imprisonment of flogging, from biking within 10ft of a tramway.
