Because many of them are leavers, including Corbyn, but most of the membership and potential voters aren't, so they've adopted a policy of being vague and woolly about their position so as to try not to alienate either side.
The Tories haven't been able to implement their policy either, for the last three years. It's no good just singling out Labour, TTT. They're all at fault.
To be fair only the limp dumps have a definite stance on Brexit.
If you discount the sheep who will vote for a donkey with the right colour rosette, at the next general election I think people should vote for either the Limp Dems or The Brexit Party. The only two parties with the guts to decide which way they go.
The trouble with this whole Brexit thing is that the result has been largely ignored and the powers that be have tried to appease the losers.
