Why Do They Keep Saying "no Deal Legislation"?

It's a bill to compell the government to ask for an extension. No deal is not even mentioned in it.

As events unfolded I abandoned that hope for a deal. I am now perfectly happy with the thought of leaving on WTO terms. If May had taken Boris's attitude a decent deal would have been arranged - the EU even offered a Free Trade Deal at the start, which the wicked woman refused, so far as I am aware.

TTT, the Bill says,
"(3)If neither of the conditions in subsection (1) or subsection (2) is satisfied, subsection (4) must be complied with no later than 19 October 2019.
(4) The Prime Minister must seek to obtain from the European Council an extension of the period under Article 50(3) of the Treaty on European Union ending at 11.00pm on 31 October 2019 by sending to the President of the European Council a letter in the form set out in the Schedule to this Act requesting an extension of that period to 11.00pm on 31 January 2020."
Subsection (2) begins "The condition in this subsection is that a Minister of the Crown has laid before each House of Parliament a statement that the United Kingdom is to leave the European Union without an agreement having been reached under Article
50(2) of the Treaty on European Union and—
(a) the statement has been approved by resolution of the House of Commons on a motion moved by a Minister of the Crown in the following form—
******“That this House approves the withdrawal of the United Kingdom
from the European Union under Article 50 of the Treaty on European Union on exit day, without a withdrawal agreement as defined in section 20(1) of the European Union (Withdrawal) Act 2018”,"*****
What it's saying is there CAN be a no-deal but Parliament must agree to it before 19.10.19. If it doesn't (which it won't) the PM must ask for an extension to 31.1.20.

Why would anybody with self-respect want to be subject to an organisation which insists on so many "musts"?
Peopel without self-respect need not reply.
