It looks as though someone actually believes that a model fireman is discouraging women from joining the fire service. It's difficult to believe that that could really be taken seriously, but it's probably resulted from some 'new broom', somewhere, saying, 'This is old-fashioned. Let's change it,' and that's the only reason for this daftness; it's old-fashioned, let's change it.
