The issue is at least two fold. If guns were not as plentiful and accepted in the country there might be less fear of being killed and getting one's shot in first. Then a train police officer should know to be sure before firing even after a long day. How she entered a neighbour's flat thinking it was her own is difficult to understand. Unsure what alternative outcome there could be in the present circumstances.
