what is the academy to do if the best performers happen to be white and male? It's their awards and they can set the rules but would it be right to skew the results in the name of diversity?

"the best performers" - that's a matter of opinion, not a fact. It just happens that nobody on the selection panel thinks there are any good non-white actors around this year. What a surprise.
I don't believe that the people making the nominations/selections deliberately excluded black actors and female directors because they are racists and sexists.
Best thing to do then is to scrap all show luvvie awards.

Rules and lines are being scewed in the name of diversity all the time.

DC and Marvel is too white so they make them black. Too heterosexual so they make them gay, bi and transgender.

As Ricky said of the ‘in memoriam section. No too white. Not on my watch.
Its difficult......there is research to show that in personnel departments when they do interviewing for the company, the tendency is for the panels to choose "people like us' Whether or not this is a good thing depends on what the self perception of "us" is.
Not entirely true, Marvel and DC have had black characters since the Sixties and Asian since the Seventies. Its nothing new.

Having said that, with the awards, they should be colourless. Directors like Ang Lee, Jordan Peele and Spike Lee have all had nominations in the past, just not this year. As for female directors, why not have separate male and female director awards like they do for actors? Solves that problem.
People who look for 'isms' - sexism, racism, etc., create problems where none exist.

It is a numbers game ( stats ), but the meritocracy sham is plausible defense.
I suppose resurrecting The Black and White Minstrels for balance is out of the question.
Where it’s true that within the comics there has been minority hero’s but they seem to be changing the white heterosexual male ones into anything but. Captain marvel is now a woman and they either have or are going to get (I can’t remember) a gay one and a transgender on is in the pipeline. None of these as far as I’m aware have ever been actual comic book hero’s. But I could be wrong.

Captain Marvel has always been a woman, she started out a Ms Marvel, but took over the CM name when Mar-Vell, the original CM, died of cancer in the comics. The DC Captain Marvel is now known as SHAZAM.

There has been gay characters since the Eighties in the Marvel Universe, Northstar and Iceman from the X-Men are the two most prominent, followed by Wiccan and Hulkling (who are a couple) from the Young Avengers.

I heard of the plans to add a trans character into the upcoming Celestials movie. I have no idea it that's new or not (it probably is), as I'm not particularly knowledgeable about the characters.

What quota would make it acceptable?
It's supposed to be a meritocracy, not an idiocracy.
I wish Hollywood would make a film with a black director and majority black actors, mainly women, and let the audiences decide.
