Why on earth did they incarsinate Tommy in the most secure prison of the land when his only crime was commiting a breach of the peace?

He has never fallen into the category of a Cat A prisoner even with his varied club membership credentials.
Prisoners, upon conviction at the CCC, used to be sent to HMP Wandsworth for assessment before assigned a prison elsewhere in the UK. If a Cat A crime they either stayed at Wandsworth or were escorted to another.
When HMP Belmarsh was built ( and now slowly sinking in the marshland it was built on) it took over the role of a holding and assessment prison for prisoners receiving a custodial sentence from CCC or other Crown Courts.
Most HMPs have protective custody wings, even Cat B, so I also fail to understand why he was detained in HMP Belmarsh to complete his sentence for which was a comparatively lesser crime than most of the Belmarsh detainees.

Thanks to his endless self-aggrandising nonsense, out of which he has created a lucrative profession, 'Tommy' is likely to be the target of any idiot who fancies the publicity to be generated by hurting him with varying degrees of severity.
The court is exercising a duty of care to 'Mr Robinson' by endeavouring to keep him out of harm's way - even though such potential harm is entirely self-generated, some people have to be protected from the potentially dangerous results of their own stupidity.
