Some reports note that the driver, who was arrested at the scene, drove around barriers and was deliberately targeting children. The same reports are saying 15 injured, some 30 injured. In Germany the, yet publicly unspoken, consensus is that the incident was deliberate.

I don't believe that Khandro. The terrorists have won if citizens no longer attend these carnivals and markets with their children.
If dedicated locations were chosen for these occasions then immovable concrete bollards could line the route along the foot way and road. Access to the road could be achieved by a large moveable vehicle should ambulances etc need to attend the site or route.
We can build them on our bridges and sensitive buildings in London and the Germans proved they are very adept at building obstacles against tanks etc.

A local newspaper reported, at 18:30 Germany time, that the 29 y.o. driver was very drunk, and he will probably be charged with 'attempting to cause death'.
