I said most of us because these calculations based on wealth are flawed. Someone on UC or state pension probably does come within or close to being in the top 10% but bizarrely those who live an affluent life style who maybe run their own business but have bank loans and negative equity can be counted as having negative wealth and among the world's poorest.

I think rich in this context refers to relative wealth. The problem with the report's conclusions though is that the suggested solutions are unlikely to work.

The Rich are people who can afford to waste energy. Production of energy is primarily the cause of greenhouse gases which affect our climate.
People with less money will make different choices than those with lots of money. We all need to get fro A to B but our mode of transport is mostly governed by how much money we have. So people who cycle to work or take public transport because it is the best they can afford, will have a smaller carbon footprint that someone who is the sole occupant of a gas guzzling large car.
As said previously, it is so bleeding obvious, I am surprised that anyone is surprised by the conclusion.

"Gas - guzzling" cars have long gone, those that remain are in the hands of the poor, the rich are now using low-emission electric vehicles such as Teslas & their homes are run on the most efficient forms of heating systems.

That is rubbish. I have never seen a Tesla on the road. What I do see are plenty of Range Rovers, £120,000+ which do 10MPG on urban streets.
