Promise...last week I saw an intercity train, 8 carriages, pass through Llandudno Junction as I was queuing on Tesco car park for an hour without a single person on board except the driver. Every carriage was empty. It was about 30 feet from me and doing about 5mph.
It's nowhere near simple. If you have one of the four examples of "essential" that the government gave, then fine, but if you've a different essential reason then you are at the mercy of those who challenge you. And they are not only happy to be wrong, but happy to be inconsistent too. This isn't acceptable in a decent society, and it certainly isn't simple unless you mean oversimplified and thus unclear.
This article gives much more detail and makes things a lot clearer. Your headline is misleading and so is your question.

She broke 2 laws- one relating to ticket fraud, one relating to Covid. She could have got away with at most a £60 'on the spot' fine if she hadn't been so uncooperative.

Just like everyone else. I'm doing my bit, Chilldoubt. Just when my country needs me!

Is that meant to be serious?
Your attitude to this whole crisis has been pathetic from day one and you know it.
Your crass “don’t panic folks, I’m still going on holiday, nothing to worry about” posts display the sort of reckless attitude that has helped spread the virus and contributed to the disaster.
You really DO need to get back to your village, they’re missing you dreadfully......

Wise words from ChillDoubt. There are some on here who suffer from what is generally known as rectocranial inversion. I know two people who have died as a result of CV-19 and this individual got what she deserved. Given that the initial fine is £60, she must have committed other offences as well. I have family in Croatia and over there you get fined 8000 kuna (about £925). People over there do as they are told. It's a pity that the morons who get caught using mobile phones whilst driving aren't subjected to the same stringent measures. Keep up the good work ChillDoubt and thank you.
Going ok thanks Vagus.
I do like chilli though!
As posted elsewhere, I did my first stint on ITU yesterday(assisting colleagues there due to reduced capacity in Theatre and preparation for overspill into Recovery) which was quite sobering.
Day off today so I’ve recharged the batteries via a bike ride, back in tomorrow at 12.30 until 9.
