If they've been aggressively avoiding tax, they've been doing the bare minimum to help thus far, also I doubt there's enough money to bail everyone out. If that's the case this looks like as good a method as any to decide who deserves the help.

He hasn't got enough money in his own pockets to rescue Virgin Atlantic. He hasn't demanded a handout, he's asked for a loan and offered one of his biggest assets as collateral.
