His previous offence was not for terrorism is clearly a fact. The BBC have not made that up, they have been told it, presumably by the police.
He goes to prison, and when he gets out he commits terrorists murders. So yes, it is speculation on my part that he was radicalised in prison. Not to excuse the crime, or make it our fault (it isn’t), but because several other muslim terrorists have gone down that route. Banged up for petty crimes, put on a muslim wing in chokey, and come out a fully formed brainwashed nutjob.
