What repercussions were there? That's something we have never had any doubt about!
Bet the policing costs were low - a big benefit to their budgets...now if they can keep the invading fans of Cornwall out and leave them in Devon, that would be even more of an upside.

Fair enough for the first part of the above sentence from the link, but what on earth do they think they can do about the second part?

I think the relevant authorities already know which plane and who owns it. What laws, if any, have been broken?

It might not even be footy fans, it's even possible it might be a Burnley-ite, (is there such a word) who doesn't like the thought of Burnley FC aligning themselves with a political group.
