Riots could sweep the UK if authorities do not reduce tensions over local coronavirus lockdowns, policing tactics, Black Lives Matter and political polarisation, scientific advisers have warned.

“A serious deterioration of public order could overwhelm all attempts to control contagion, overwhelm hospitals, the criminal justice system and hinder revival of the economy,” said a paper that was considered by the Scientific Advisory Group for Emergencies (Sage) earlier this month.

My opinion is SAGE have held us to ransom for long enough.
Haven't the BLM thing kind of fizzled out over here now, when talking about marches and protests? Even some sportmen have declined to take the knee. And those decisions were met, thankfully, with no backlash.
so sage doesn't predict it....sage considered a paper that predicted it.
Scaremongering is easy - that's why it's been a feature of life since time began.

// The paper, written by Sage’s SPI-B policing and security sub-group //
You have a government that have made a total cock up for the last 7 months, lied time and time again, and are now pointing the finger at others for the increase infection rate. Not a great idea if they hope to avoid unrest. Powerful BS speeches are not going to work.
I don't think there was a verse about COVID in the Kaiser Chiefs hit, was there?
Only an Idiot, would think the BLM thing had kind of fizzled out.

and?
Nothing like putting ideas into the minds of the under-occupied troublesome for social stability.
Witless and Hancock are clearly suffering Napolean syndrome and Boris is like a rabbit in the headlights.

They need to go or riots will happen.

I am not sure BLM has much to do with it. Anyone with half a brain now realises they are an extreme left wing anarchist group supported in the UK by white middle class kids. Something quite different to the problems facing the mahority.
"so sage doesn't predict it....sage considered a paper that predicted it."

Correct. and? that is precisely what Gromit said in his OP.
After reading the Scientific Pandemic Influenza Group on Behaviours (SPI-B) report published on 31st July 2020

https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/904677/S0578_SPI-B_Public_Disorder_and_Public_Health_-_Contemporary_Threats_and_Risks.pdf

perhaps that SPI-B group should consider changing their name to the Sociological Pandemic Influenza Group on Behaviours .

It is an interesting behavioural analysis of how they see possible problems and their suggested solutions.

It contains some dodgy claims,
"The police response to fatal stabbings in Reading and Glasgow... ^*
In contrast, the police response to the murder of two Black sisters in north-west London has been widely criticised. This is due in part to the slow response to the initial missing person call from the family, compounded by officers taking and distributing ‘selfies’ taken at the murder scene... ^*
There are also ‘self-legitimacy’ issues at work among the police. On the one hand, criticisms of police ‘weaknesses’ may lead commanders to judge they have a responsibility to take a more assertive strategic approach. On the other hand, pressures from officers critical of a soft approach, because it is seen as a sign of weakness, increases the potential for a ‘heavy handed’ tactical response. As a result, there will be a political ‘push’ upon Chief Officers to ensure their force is seen to be robust. ^#

However, in contrast, there is an explicit understanding in police operations that actions are being filmed by the public and becoming viral on social media. Police operational misconduct may then be captured and amplify sensitivities. One can add to this the media’s penchant for scenes of mass gatherings, at least one of which was declared as a ‘major incident’, and the suggested inability of local services to cope. Hostile foreign media - most obviously RT - are apt to provide live coverage of sensitive events (e.g protests) and to amplify grievances of any disaffected group." ^~

Unspecific allegations^*,
two left-hands ^#,
police camera shyness/it's the media wot caused it ^~( + a bonus bit of lovely Russia bashing )

Football fans and pubs have high prominence in it.
sevenOP - I have read your last post three times, and I can make absolutely no sense whatsoever of it.

Whatever your message is - a clearer version would assist it in reaching its intended audience.
seven OP ""so sage doesn't predict it....sage considered a paper that predicted it."

Correct. and? that is precisely what Gromit said in his OP."

No he didn't. His heading says "SAGE predicts a riot"

From the report:
"fatal stabbings in Reading and Glasgow."
------there was no fatal Glasgow stabbing/(s)

"...murder of two Black sisters in north-west London has been widely criticised. This is due in part to the slow response to the initial missing person call from the family, compounded by officers taking and distributing ‘selfies’"
----Where is the proof of ‘selfies’?

" On the one hand, criticisms of police ‘weaknesses’ may lead commanders to judge they have a responsibility to take a more assertive strategic approach. On the other hand, pressures from officers critical of a soft approach, because it is seen as a sign of weakness, increases the potential for a ‘heavy handed’ tactical response. "
---- seems like two sides of the same hand to me i.e. identical response results = tougher policing.

"However, in contrast, there is an explicit understanding in police operations that actions are being filmed by the public and becoming viral on social media. Police operational misconduct may then be captured and amplify sensitivities. One can add to this the media’s penchant for scenes of mass gatherings, at least one of which was declared as a ‘major incident’, and the suggested inability of local services to cope. Hostile foreign media - most obviously RT - are apt to provide live coverage of sensitive events (e.g protests) and to amplify grievances of any disaffected group."
---- if the police 'have nothing to hide' (argument almost ALL authority figures use on the Public) filming should hold no fear for them... using language about the media such as "and to amplify grievances" is a very potentially dangerous route to enter..."and the suggested inability of local services to cope" ditto, same slippery implications.
The "most obviously RT" should be self-evident Russophobia.

"Football fans and pubs have high prominence in it." is clearly evident after reading the report.

Thanks for reading it Andy-H, if you are still unclear please do ask and I will honestly answer.
"No he didn't. His heading says "SAGE predicts a riot"

And he also qualified it in that OP

"...said a paper that was considered by the Scientific Advisory Group for Emergencies (Sage) earlier this month. "

This was found on the recording studio floor by Mrs Miggins, one of the cleaners. Apparently it would have made the song just a tad too long, so they scrapped it;

Watching the people get lary
Barbers shut, everyone's hairy
Social distancing scary
No visiting friends I tell thee
People are covering their faces
Plenty of empty spaces
No PPE and no traces
Queueing at 2 metre paces

La la la
I predict a riot
the report does say the report was published yesterday, I presume by Sage, so it's not just something they've thought about, it's something they've put before the public.

They've been saying it for a month or more, anyway
