As far as I can recall, there was only one person who suggested that a Vaccine would be ready by September, and since that was Donald Trump I wasn't sure anybody took it seriously. Most experts were suggesting that the fastest plausible timetable would take us well into 2021, and even that seems like wild optimism.
I'm therefore not sure who the article is directed at. Certainly not the scientific community at large, and presumably not the general public either; at least, if they were paying attention to the consensus. Governments are entitled to be optimistic, I suppose, but they aren't entitled to cut corners over something that, presumably, is meant to be administered to everyone.
