It's always a gamble,which horse to put your money on,decisions were probably made on the likelihood of companies or institutions bringing a successful vaccine to release. Logic says it you need to commit funding early you go with the ones most likely to have early success combined with the ability to achieve massive production targets. Anything secured from this vaccine producer will be a bonus.

We got 5 million . Not alot but even the US only got 100 million and theres only so much to go round, we probly have are fair share as we'er only a small country and cant expect to be at the top of every que. The main hope is Astro zeneca
