As mentioned, it was the Twittersphere and Facebook that caused the government’s change of heart. They were worried that the population (well, some of it) would accuse them of mass genocide by not mandating it. Prior to that they were ambivalent on the idea. On their own admission it was to “instil confidence” in people who otherwise not go out. Preventing the spread of the virus had little to do with it.
