Simple, well to some. They knew 4 years ago that the NHS would not be well protected should there be a pandemic. Out of date PPE, lack of staff, and other equipment. Paint a pretty picture if you like the facts are there.

Any goverment has a difficult choice between spending on things people are demanding like more spending on NHS operations and schools or spending on stocks of equipment and spare beds "just in case" for something that might happen every 50 years
