What 'hostile forces' would the Biden administration use against him? Why is he making threats? Or is he just seeking attention?

I’d say that’s right.
A reminder of another of Trump’s spectacular failures though this one is more excusable. It feels worse though as he talked it up so ridiculously.

I think - seriously - homegrown American nutters are more of a threat at the moment.
Did you read the tweet from the military woman who was killed in the Capitol - when the incoming VP Harris laid out her plan for the first 100 days (masks, vacciness etc) the woman tweeted back - "No the **** you will not! No masks, no you, no Biden the kid raper, no vaccines...sit your fraudulent ass down…we the ppl *****!”
That's seriously deranged, and there are a lot like her

"Why is he making threats?"
What threats is he making?
'General MacArthur, who headed the United Nations Command during the Korean War, wanted to drop “between 30 and 50 atomic bombs … strung across the neck of Manchuria” that would have “spread behind us … a belt of radioactive cobalt.' wikiP
Having nukes might, might stop him being couped against.
Luckily for kim, “Due to travel restrictions, this year the United States has had to organize the coup at home.” { ;0)
He knows Saddam, Gaddafi were destroyed for NOT having nukes and why Israel has nukes.

He’s threatening to expand his arsenal.
You don’t need to be a far left keyboard warrior to see that Kim and N Korea feel safer with nukes.
But there’s an obvious solution: and one which gets round the fact that he’s not actually safer at all. It’s to open up to the west or at least the civilised world.
But he, like Gaddafi, like Saddam, like Assad and all the other brutal family criminal enterprises, would have no further reason to justify their existence.
