No, partly because you get too used to your driving instructor and are to at ease with them. The examiner makes you feel a bit under pressure as you will be when you come to drive on your own for the first few times. Also it will be open to cheating.

I think it's always dangerous to allow a teacher/instructor to hand out a qualification without independent verification. It's too easy for personal feelings/bribes etc to come into the decision.
