It may not have been anything like that, vulcan. Her parents may simply have needed her to "be there." We don't know; we shouldn't judge. And there will more examples of this as the current situation continues. People cannot live their lives like this indefinitely and it is foolish in the extreme for the government to believe that they can or will. They need to develop a strategy that accommodates the fact that people will not keep out of other people's houses.

Perhaps local services wet also called, how do we know? I would still want to be there for my family if they needed me, as well as any more immediate assistance they may need.

24th October we were put in Tier 3 and everything shut. Our deaths that week were 98.
15 weeks of Tier 3 and lockdown later, and this weeks deaths were 417.
The restrictions of tier 3 and the current restrictions are almost identical. 15 weeks and our deaths are 4 times higher. That cannot be described as ‘working’.

But did she break them? If she had a reasonable excuse to leave home and to remain away from home she did not. I note (as far as I can tell) no action has been taken against her.
I don't know where you live and what dates you are comparing, but certainly the death rates, although coming down are higher, much higher than before Christmas and certainly much higher than the previous peak because, the "peak" was higher after Christmas, hence the lockdown.
Since the lockdown all parameters are falling, hence it is working.
What region is this? I'd be particularly interested in the trends between your two data points.
Nationally, it is clear that lockdown has had an impact. It's also rather misleading to say that Tier 3 and the current Lockdown are identical. They are not (as evidenced, among other things, by the fact that the current lockdown measures are "tier 4").
