I'd imagine they have to take many, many things into consideration before housing nuclear subs.
You's being more expendable probably doesn't figure in the top 5, well, 3 for sure.
why are you so bothered about were nukes are stored? We have/had them in England too.

Faslane was chosen as the base for the UK's nuclear submarine fleet solely on the basis of its geography. It is fairly secluded, almost at the head of Gare Loch. It can only be approached by sea from one direction but it provides easy access to the Firth of Clyde and out into the Atlantic. It also has an airport within easy reach. For the same reasons, nearby Holy Loch was chosen to house many of the UK's submarines during WW2 and later as a base for a squadron of the US submarine fleet. There are no comparable locations in England and Wales which tick all the boxes.

No doubt had those facilities been provided in England the Scots who have complained about the presence of the base at Faslane would have complained that Scotland was being ignored when defence contracts were handed out.
