It appears some are misunderstanding what this actually means.

For example, you don't remove traffic lights if there hasn't been a collision at a junction for a year, do you?

Do you wait for your car to run out of fuel and then think about how to get more fuel, or do you buy fuel before your tank runs empty.

There is no need for contingency, it can soon be put back in place if needed This sends totally the wrong message if Johnson truly wants us to return to a proper normal.
