I think what Togo meant was that we have been TOLS that we were an Imperialist Empire...etc. Whether people were subjugated or not is arguable. What is not arguable is that the Empire provided facilities for those apparently under subjugation which they could not have dreamt of without our assistance.
Meanwhile the EU does very much the same, albeit it in a different manner, and is lauded alongside the Second Coming. That's why it's a Funny Old World.
