your memory, it play tricks on you, and you've merged the 2 victims, who were Letisha Shakespeare and Charlene Ellis. the perpetrator was Charlene's half brother Marcus (they shared a father) but not because he didn't get invited - the party was hosted by the Johnson Crew and had he showed up, Burger Bar Boy Marcus would probably have been "dealt with" on sight. no, the shooting was an act of revenge for a killing the previous year. it was believed one of the perpetrators was female, so they too were considered targets. while Letisha and Charlene where wholly innocent, they were not exactly targeted by accident.
