All so-called watchdogs are a complete waste of space.
Some of it was, some of it's ongoing.

Sunk, its not uncommon for businesses to use accommodation business addresses....take a look at companies house and you will see the same addresses coming up over and over again, commonly accountants and other services used by the firms
all a bit sluv innit ( slovenly)

A ltd pays froo B ltd - A goes out of business and B stays in business and there is a lot of la-la about ghost payments and unlawful and theefore fraudulent payments
