The police would've had to identify who it was and I assume he or she was shining the light covertly, and therefore wasn't observed by those around him/her.

Mind you, I do object strongly to the press calling the person an English fan/supporter. Thug more like.

How could anyone successfully claim they had the right to take a laser pen to a football match? It is beyond belief.
