This isn't a new idea. I've seen groups of offenders in hi-viz jackets with the words 'Community Payback' emblazoned on the back, clearing debris from the railway embankments in Burnley, and other such menial work. Though they were not shackled together, i hasten to add :-)

Seems reasonable to me, whats wrong with chaining people if they are likely to absocond?

The problem is Priti says all the right things but ends up doing nothing. I strongly suspect it is because of the Metropolitan elite in the Home Office obstructing her and of course she is a bully if she stands up to them.

The trouble is when anyone in any government comes up with such an idea (which I personally applaud), all the do-gooding minority groups come crawling out of the woodwork (again) saying it is an infringement of their human rights etc etc etc and as usual, these groups win and we never hear of such a plan ever again. So, no I doubt very much this will happen, sadly.
