Cycle lanes are designed by council highways planners - who all drive and do not cycle. Which is why there are thousands of photos online of daft and dangerous paths.

the problem is that cycle lanes are often poorly implemented, in the case above apparently it's not used because it comes to an end in a strange place and causes the cyclist problems. Often it is better and more convenient to use the road. Most of the "cycle lanes" are just paint slapped on the pavement, I never use those, I hate cycling on the pavement.
here's a novel and dangerous one near me

The cycle lane is green, note how it splits the two traffic lanes, that approach the roundabout. The problem is that traffic that wants to turn left has to cross the cycle lane! ....un familiar drivers realise that much later than the locals would and wallop! The sad thing is this junction did used to have the cycle lane closest to the kerb, this is an "improvement"!
