Cant tell from the article, like Gromit says we shall have to wait for the evidence to be produced from both sides at Court.
Its a pity we are wasting tax payers money like this but things do need to be out in the open.
Perhaps the Tories should not bother with levelling up and just keep the funds down South. Easier to justify as that is where most is generated.
