I think the film clip says less about the motivation of the member of the public, and more about the unacceptable response of the MP.
Being accosted in the street may not be pleasant, but it is not illegal as far as I know, and it could said to be a legitimate part of the deomocratic process.
As an MP, it is Mr Adams' responsibility to act with the appropriate decorum an respect that his office demands, during the occasional instances where he may be questioned by members of the public.
To act in the way that he did demeans his own personal reputation, and adds to the public perception that MP's are arrogant and out of touch.
Mr Adams could have been arrested for a Public Order Section Five - not an appropriate way for an MP to behave, especially while he knows he is being filmed.
