Because of the definition of "poverty" that is used to calculate the 700,000, everybody in London could be earning more than £100,000 p.a and there would still be huge swathes of the population "in poverty". It is a comparative measure which bears no relationship to the dictionary definition of the word.
Remember the definition of poverty is different now, some of those will not be poor in the way it was seen when we were young however London is full of sink estates with next-generation households where two or more generations have never worked, higher than most of the country immigrant/refugee families and apart from hospitality and retail very few jobs for unskilled workers. If you factor in the almost impossible cost of housing even two income homeowner households can fall into the poverty trap.
There is a report somewhere which I have posted on here before which said that everyone in this country, however poor they think they are, still figure in the top 25% richest people in the world. Even the homeless can get a drink of water and a meal. Poverty, real poverty, is when you are lucky to get a drink of water.
