Full Smoking Ban?
Should the UK follow New Zealand's lead and work towards a full smoking ban?

The problem I foresee is, similar to this country, the onus of control lies with the shopkeeper. When the 14 year old is 18 there will be 19 years still legally allowed to buy cigarettes, can anybody tell the difference between an 18 and 19 year old? Do they carry ID's in New Zealand or do they plan to introduce them?
