Why cant they be unglued, removed and taken straight to a Court and the banged up. It has to be a lot cheaper than handing them cups of tea and letting them sit there stopping people go about their lawful business.

I think leaving them glued is the answer. They do it expecting that the police will unglue them, presumably with some sort of solvent but what if they were just left until they need the loo or worse?
