In 2013 Theresa May the then Home Secretary scrapped it saying ‘it wasn’t fit for purpose’ and replaced it with the UK border force. In 2013 there were less than a hundred illegal channel crossings.
The new Border Force didn’t exactly hit the ground running and by 2018 they had more than tripled to nearly 300.
Since then, Priti Patel took over running the show, and we now have the mega shambles of 28,400 crossing.
By any measure, that is an appalling record, and she should be sacked immediately.

And of course any new Home Secretary will immediately get to grips with the problem and the crossings will cease overnight.
We need to get real. No Home Secretary (of any political persuasion) will stop this unless the UK ditches the ridiculous "humanitarian" principles it is forced to abide by. That will mean physically preventing the boats from landing here and refusing to rescue the occupants when they end up in the briney. Any that do make it ashore would be interned and only released when they are removed from the country. Can you see any government doing this? Can you see any court allowing illegal immigrants to be interned? No, me neither. So to blame this or any other Home Secretary for this shambles is ridiculous. The country needs to radically alter its approach to the problem and treat it for what it is - an invasion of undesirable aliens who would not be allowed to settle here if they applied by the proper channels. But it won't do that because there are too many hand wringers here who believe these invaders are fleeing danger and persecution and require asylum.
Just to address the OP (not that it will make any difference): I voted to leave the EU but did not expect our leaving to make the slightest difference to the control of illegal immigration.

//Calling them illegals is like calling anyone accused of a crime of being guilty before they have been tried.//
They have arrived without leave to do so, which is illegal (try arriving in Paris CDG having chucked your passport down the kharzi en route). They would be entitled to protection under the UN Convention on the treatment of refugees if they arrive directly from a country where they were in danger. But they don't. So they are illegal immigrants and describing them as such is perfectly appropriate. The problem is, instead of treating them as such, they are provided with accommodation, food, drink, healthcare, and pocket money.
