Well considering he is telling everyone Ukrainains are nazis and God knows what else I don't think internal propaganda matters.
Putin wants to annihilate the Ukrainian state and I'm afraid to say that many Russians no not share the idea popular esp in the west at the start that Russians would be reluctant to fire on "brother Slavs".
Russians generally - those that think about such things - hate that Ukrainian as an ethnicity pre-dates Russian by centuries. Most would let that go as fundamentally it doesn't matter now, but ...

It’s a complicated matter in the middle of war. Perhaps it would suffice to rush something through giving everyone the option to nominate someone other than their next of kin to inherit and deal with their affairs. That would solve the problem for gay partnerships and anyone else who would prefer it - say friends sharing their lives - at least for the time being.

The Ukraine war has started to fade from the news programmes now, if this reminds people that it's still ongoing, it's serving a second purpose.
