As someone who has nearly been knocked down a few times at pedestrian crossings I am glad of this. Most cyclists would stop at red lights or zebra crossing but there are a few out there who don't.

And no, I didn't say they speed along the pavement. I said they cycle along the pavement.
Yes, I am 100% saying that ! Just because it doesn't happen in the areas where you live, doesn't mean it doesn't happen in mine. I have no objection at all to kiddies riding their bikes on the pavements, but the lycra clad louts I most definitely do ! They look like the idiots they are as well speeding along the pavements expecting people to get out of THEIR way. The more laws brought in against them, the more I like it - bring it on ....

About time something was done about the selfish louts. Even more dangerous are the deadly clowns on electric bikes. I wals and have been spending a lot of time on our local promenade. The "look at me brigade" on two wheels are riding along the length of the prom amongs pedestrians and children at speeds that are exceeding the speed limit for cars on the road. In the winter when there are no pedestrians to inconvenience they switch back to the road because that is the only way to be a nuisance, which is how they get their buzz. At the moment the promenade here is very congested and difficult to negotiate because of the coastal defence work taking place. There are sections that demand cyclist dismount. They ignore the requirements and ride, some electricaly powered along stretches that hardly allow 2 pedestrians to pass. Words have been exchanged and maybe, just maybe, our local plod is going to get out of the canteen.

P.S. When it is finished the beach and promenade along Colwyn Bay front will be superb. They are currently, besides other major works, pumping over a million tons of sand along a 4 mile stretch. It already looks magnificent.

Nor am I, since no such tax exists. Road tax was abolished in 1937, a process once started by one Winston Churchill.
What many refer to as ‘road tax’ is in fact a VEL(Vehicle Excise Licence) whereby the government charge you for use of your vehicle via the amount of emissions it produces.
Since cyclists do not produce vehicle emissions as such they are not liable to pay a VEL, unless of course we’re going to charge for CO2 emissions, which means joggers and pedestrians will have to pay too, as many walk on country roads etc in order to avoid traffic.
Insurance for cyclists is optional as far as I’m aware.
The other problem is that children ride bicycles but don’t legally drive cars, so it’s another quandary and legal minefield isn’t it?

Really? Cyclists are travelling along the prom at more than 30 mph? That’s some feat!
Their skills in dodging pedestrians at that speed must be phenomenal!
I’m not saying that cyclist’s don’t ride in the prom but I reckon one or two are gilding the lily and being a touch sensationalist about some of what occurs.
When are we going to start fining jay-walking civilians for meandering across roads and cycle paths with their headphones on, thinking they’re bulletproof in a world of their own?
Isn’t there an offence of reckless endangerment or similar?
I am becoming quite fed-up of cyclists whingeing and being 'holier than thou'. I didn't used to have a problem with them, but this last few years cycling has multiplied massively around us (E.Yorkshire Wolds)hello. Our walks are along winding country roads, there are no pavements and the roads are narrow and hedged (blind bends).

There are cheerful 'normal' cyclists, who call out "Hello!" (some have bells) and let us know they are there. These people are welcome.

Then there are the lycra-clad loonies, often in groups, who speed along determinedly and silently and are a nightmare. Only a couple of weeks ago we were out for a walk, dog on extending lead, when around the bend behind us sped this idiot. Had I not turned to look at a bird we would not have seen him and had time to leap out of his way. He didn't have a bell to ring, he was cycling blind down a hill at high speed and around the bend. He didn't call out.

There are more and more of these idiots. They need some sort of control. Surely at least they should be compelled to give audible warning of their approach? At 89 and 73 we are not all that swift in nipping out of their way, especially when we have the dog to move as well.

OK, so cyclists that kill pedestrians could face tougher sentences.

Sadly you get idiots like this in every facet of road user.
Those who cycle dressed all in black on a black bike with minimal lighting thinking they look ‘stealthy’ get on my nerves just as much as anyone. Same with those who don’t use lights in the dark, they deserve everything that’s coming to them.

Myself I’m lit up for miles around, can’t miss me. Bright colours in summer and winter, lights on bike and on the helmet, you’ve got to give yourself every chance.
I can say hand on heart that I and my mates cycle correctly at all times with a proper ‘share the road’ policy.
We’ll drop to single file when traffic is approaching and call drivers on when negotiating blind bends etc, we won’t hold anyone up unnecessarily.
In all honesty, how long does a cyclist hold you up for? 15 seconds maybe, 20 max? Contrast that with a caravan in summer!
That said I’ve had 56 prosecutions thus far(and counting) for drivers who’ve threatened me, spat at me, narrowly missed me and endangered me in order to save 3 seconds.
I’ve even had a Police vehicle driver prosecuted for passing me on the opposite side of a traffic island when 100 yards away from the Nick!
I use a camera on every single ride. It means that it’s encumbent on me to cycle to the Highway Code because if I don’t, I’ve got no comebacks, have I?
I ALWAYS tell pedestrians/walkers I’m passing them from at least 20 metres away, but most can hear my bottle-cage speaker from that distance anyway.
I’ve even got a jersey that tells drivers they’re on film and need to pass me properly at a safe distance and only when safe to do so.
95% follow the Highway Code, 5% see it as a challenge and think it’s ‘fun’ to endanger me.

It’s all about education. If I cycle correctly and point out to drivers how they’ve endangered me then everyone learns to be a better and responsible road user, don’t they?
The thing that I dislike about cyclists is that they seem to despise motorists and pedestrians alike.

Motorists are despicable aggressors that want to run them over and pedestrians are idiotic obstacles that insist on getting in their way.

The strange thing is that once they get off the bike they turn back into perfectly reasonable people.
Not sure that’s the case because most cyclists are motorists too, I don’t know anyone who relies solely on their bike for transport.

I’m not saying that motorists want to run me over, as I’ve said the majority pass me safely.
As I always say: motorists kill cyclists, never vice versa.
Yes, there are morons who do ‘cycle furiously’ and they need to be tackled. I even bollocked a kid the other week for riding straight through a red light without a care in the world on a busy junction. He actually nearly fell off(on the pavement) when I drew alongside him on my bike and told him off.
I’d hate to see a motorist put in the unenviable position of running over a child through no fault of their own, it’s horrible.
Colleagues often ask me at what distance should they pass me.
It’s 1.5 metres minimum, the Highway Code recommends the same distance as you would a vehicle.
You would pass a horse at close range or one of your relatives if they were on a bike so why make me the exception?
Regardless of experience I’m still classed as a vulnerable road user.
But yes, clampdown on the idiots who don’t cycle properly, I make sure I do.

The point I'm trying to make is that when people are on a bike they shout obscenities at a car that they consider got too close to them, and then a few seconds later shout obscenities at a pedestrian they consider to be jaywalking in front of them. ( God forbid they should have to brake and ruin their average speed score for whatever route they're on ).

People's behaviour changes. As I said, once they're off the bike or out of the car the aggression magically disappears and they become normal again.

as Gromit pointed out, however, this will mean 2 or 3 people a year. The story as written doesn't say that careless or dangerous riding will be more severely punished, only those who kill. I honestly wonder if this is good use of parliamentary time.
Parliamentary time is all a bit pointless anyway jno if you think about it. They spend days debating something that we all know what the outcome will be anyway...ie whatever the govt wanted.

I just welcome the fact that more people who do bad things will now get punished for it. Even if it's only another three a year.

In my experience I’ve never shouted obscenities at a pedestrian who got in my way, just an audible warning that I’m getting close if I can see a potential collision.
I’ve shouted obscenities at cars who’ve passed closely because the slightest touch and you’re potentially under a vehicle, that’s the difference.

Plus why would I be aggressive? I’m never going to be setting any records, but some drivers feel as though they’re in competition or that 5 seconds will make a massive difference to their journey.
You very rarely see ‘road rage’ from a cyclist, you see/hear about plenty from motorists.
You’ll also never see this sort of tragic event from a cyclist either.

I don't disagree, tomus, I just wonder if they could also spend the same time working towards some way of curbing bad cycling behaviour that doesn't involve death.
i find the majority of cyclists break the law in respect of cycling in the Capital, they are a pain to navigate, ride over red lights constantly and ignore pedestrian crossings. I nearly came a cropper yesterday, even though the lights were in my favour. Personally many should end up with fines, or if persistent in their lawbreaking, go to jail.
