Your link quotes a government source as saying //It's entirely for the new prime minister to decide how best to support families this winter."// ... so the decision has yet to be verified.

Saying industry bosses recommending a freeze is also a bit of a stretch of the truth. What they want is a fund they can draw from to make up the difference, that taxpayers i.e. the fuel users will have to pay for over the coming years, as well as furlough lockdown costs, vaccine costs etc.
The only way out is to stop the green taxes, cut the VAT and then start using the resources we have. Net Zero has to take a back seat.
